Québec’s Representative in Côte d’Ivoire and Director of the Québec Office in Abidjan

Ms Marie Hélène Sultan has been Québec’s Representative in Côte d’Ivoire and Director of the
Québec Office in Abidjan since November 2023. In this role, she oversees diplomatic, institutional,
economic and strategic relations between Québec, Côte d’Ivoire, Benin, Cameroon, Gabon, Ghana
and Togo.

With over 20 years’ experience in the public and financial sectors, she has expertise in
international market development, economic diplomacy, government relations, corporate
finance, international talent mobility and immigration policy.

In 2011, she joined Export Québec as a desk manager and international affairs adviser, where she
contributed to Québec’s economic influence by supporting businesses in their international
expansion, particularly in Africa and Europe.

In 2019, she joined the Ministry of Immigration, Francisation and Integration (MIFI), where her
roles included team leader and expert adviser on talent attraction.

Ms Sultan holds a Master’s degree in Public Administration (International Administration) from
the École nationale d’administration publique (ENAP) and a Bachelor’s degree in Political Science
and International Relations from McGill University.

She is fluent in French, English, Italian and Spanish
